When you're not logged in and go to a nonexistent page you get the "The action you have requested is limited to users in the group user" error. This is a problem with category pages, when there is useful content there (category index) even when the page itself has nothing. Can this behavior be changed? I am in agreement with the current edit restriction policy, I just want the wiki to be useful for readers who are not logged in.

Hmm, I see what you mean. I'm not sure if that can be changed, but I'll have a look.

I can't see an easy way to do it... but I'll keep looking.

A simple solution for the moment would be to make sure that all category pages were stubbed. Would take a bit of extra work, but we're not going to have that many categories, so it shouldn't be too bad.
