It's not uncommon for the CPU card slots to be cracked on some machines that use CPUs mounted like that. Maybe check the ends of the slot.

Your obliterated U817 is probably a 74**1G08 AND gate. Need to see exactly where would the caps you're missing go to hazard a guess.

The 53C80 has its DMA pins plumbed in, at least on the SE and following machines. Not sure about the Plus, I don't have the board handy.
